Iranian MPs examined the Joint Comprehensive Plan of Action (JCPOA) and the double-urgency bill, which is agreed upon by main factions of the Parliament, in today’s open session of the legislative body.
The double-urgency basis of the bill on immediate review of JCPOA in the Parliament was rejected by a vote of 159 in favor, 62 against and 10 abstentions. Following that, MPs voted for the single-urgency bill to examine JCPOA and approved it with 168 votes in favor, 57 against and 9 abstentions.
Elaborating more on the bill, MP Kamaleddin Pirmoazzen said that Article 1 states that development, stockpiling, and use of nuclear weapons are all Haram (prohibited in Islam), according to Iran’s Leader's fatwa.
According to Article 2, Pirmoazzen added, mutual cooperation in the implementation of JCPOA must be respected.
With an emphasis on sanctions removal, Article 3 stresses the need for deterrence in the adoption of new sanctions, he said.
According to Article 4 of the bill, projects in the field of nuclear development must be implemented in line with the commercialization and industrialization of Iran's nuclear activities in a 15-year period.
He said Article 5 points to redesigning of Arak Heavy Water Reactor. According to the Article, the other side must meet its obligations to redesign Arak Reactor concurrent with the fulfilment of commitments by Iranian side.
Pirmoazzen said Article 6 of the bill prohibits the inspection of the Islamic Republic's military sites, unless it is conducted under supervision of the Supreme National Security Council (SNSC).
Article 7, he added, focuses on the need for strengthening the country’s defensive power. According to the Article, the Armed Forces must be strengthened in terms of offensive and defensive missile in Air Force, Army and Navy.
Article 8 focuses on lifting sanctions on the first day of the implementation of final deal. It underlines that the government should take measures to inhibit adoption of any new sanctions against Iran, Pirmoazzen said.
He added that Article 9 states that the resources released resulting from the implementation of JCPOA, should be allocated to the resistance economy and prosperity of national production.
Article 10 also focuses on the need for Iran’s Foreign Ministry to present a report every six months on the implementation of JCPOA to the National Security Council.
